How we measure progress

A reader guide to claims, projections and completed results.

Five useful questions

  1. What happened, and on what date?
  2. Who reported it, and do they benefit from the claim?
  3. Is the number observed, estimated or projected?
  4. Who benefits, and who may still be left out?
  5. What follow-up would confirm a durable result?

For example, a signed agreement is a real event; its promised benefits still need delivery and measurement. A WHO validation describes a specific public-health threshold, not the disappearance of every case or risk.
