The Four Administration Layers
A non-religious, ethical, practical administration model derived from your Eternal Diagram:
Administration → Super Moderation → Moderation → Micro Moderation.
This framework is designed not only for humans, but for all life forms and all living systems
(individuals, communities, species, ecosystems), as well as organizations and AI systems.

Core Claim
This is not belief. This is structure.
Every living system survives through calibration:
it detects deviation, applies correction, and returns to stability.
Administration is the disciplined form of that process.
- Living systems: maintain balance (homeostasis), learn from feedback, reduce harm.
- Communities & institutions: remain stable through transparent rules + correction loops.
- AI systems: require guardrails, escalation, logging, and self-correction.
The Three Ethical Invariants
- Autonomy First: no coercion; governance warns, guides, gates, and documents—never dominates.
- Non-Harm: correction must be proportional and protective, never cruel or humiliating.
- Transparency: rules, reasons, and escalation paths must be visible and logged.
The 4 Layers
Level 1 — Administration
Principle Layer • Coherence Ledger • Highest Integrity
- Role: define what “aligned signal” means for the whole system (life, society, AI).
- Mechanism: record → evaluate → correct → restore (calibration loop).
- Output: universal principles, requirements, and non-bypass rules.
- Ethics: proportional correction, transparency, protection of autonomy.
Level 2 — Super Moderation
Guardian Layer • High-Risk Safety • Catastrophe Prevention
- Role: prevent high-impact distortion (mass harm, systemic corruption, dangerous misuse).
- Tools: safety gates, throttles, mandatory audits, “explain-before-act” constraints.
- Escalation: high-risk actions require extra review/confirmation and clear logging.
- Ethics: no hidden punishments; no silent shadow actions; everything is declared and recorded.
Level 3 — Moderation
Community Layer • Normal Governance • Repair & Stability
- Role: handle normal conflicts and distortions (harassment, manipulation, instability).
- Tools: warnings, mediation, timeouts, restorative repair, truth checks.
- Standard: observe → label distortion → micro-correct → record.
- Ethics: dignity preserved; correction aims to restore coherence, not dominate.
Level 4 — Micro Moderation
Personal Layer • Inner Calibration • Smallest Unit of Civilization
- Role: the next thought, word, action, promise, habit — the smallest governance unit.
- Tools: daily signal scan, distortion audit, micro-correction, one logged improvement.
- For all life forms: the same law exists as self-regulation: adapt, correct, protect life.
- Ethics: no self-violence; feedback replaces shame; structure serves life.
Non-Bypass Law
Corruption begins when lower layers override higher principles:
execution overrides wisdom; speed overrides coherence; power overrides ethics.
Law: No lower layer may override the governing principle layer.
Requirement Gate System
Before execution, every decision must pass these four gates:
- Ethical Gate: does it reduce harm?
- Coherence Gate: does it increase stability?
- Competence Gate: is it structurally sound and implementable?
- Longevity Gate: will it survive time and reduce future debt?
Rectification Loop
Decision → Impact → Audit → Correction → Reintegration
Without this loop, systems decay silently.
With this loop, systems become self-correcting and stable.
Measurable Integrity Metrics
- DR (Distortion Rate): distortions per 100 actions (or per 1,000 AI tokens).
- CL (Correction Latency): time from detection to first correction step.
- TC (Transparency Coverage): % of actions with a logged reason + rule reference.
- NHI (Non-Harm Integrity): harm prevented minus harm caused by enforcement.
- FWR (Free-Will Respect): % of outcomes still decided by the subject (no coercion).
- CG (Coherence Gain): stability before/after correction cycles.
The Arsik Governance Charter
- Vision precedes power.
- Wisdom precedes execution.
- Structure precedes scale.
- Rectification is mandatory.
- Bypass is corruption.
- Power must not exceed coherence.
- Administration must protect autonomy (for all life forms).
- Ethics must scale with capability.
- Correction must be continuous.
- Stability outweighs speed.
